Otago's biggest ever Youth leadership course was held at Waiora Scout camp. 76 participants covered almost every aspect of outdoor living - from camp hygiene and compass reading to bush photography and water safety. All these areas came in for attention at the province's most ambitious Adventure Leadership course held in March 1966 at the scout camp. It was aimed at eliminating the shortage of leaders capable of planning and controlling outdoor camps for youth organisations.
Trevor Pullar was the course organiser, and the event was controlled by the Otago Tramping club for the provincial Youth Council. At least 15 local youth organizations were represented
